Peter C. Boylan III
Peter C. Boylan III
Peter C. Boylan III Peter C. Boylan III became co-Founder, President and Chief Executive Officer of Cypress Holdings in April 2012, and Chairman of the Board, President and Chief Executive Officer of Cypress Energy Partners GP, LLC, in September 2013. Since March 2002, Mr. Boylan has been the Chief Executive Officer of Boylan Partners, LLC, a provider of investment and advisory services. From 1995 to 2004, Mr. Boylan served in a variety of senior executive management positions of various public and private companies controlled by Liberty Media Corporation, including serving as a board member, Chairman, President, Chief Executive Officer, Chief Operation Officer and Chief Financial Officer of several different companies. Mr. Boylan currently serves on the board of directors of publicly traded BOK Financial Corporation. Mr. Boylan has also served on over a dozen other public and private company boards of directors over the last 20+ years.

Richard M. Carson Richard M. Carson is Senior Vice President and General Counsel. Mr. Carson has served as Vice President and General Counsel since September 27, 2013 and was promoted to Senior Vice President in the second quarter of 2016. Mr. Carson served as a director, officer, and shareholder of Gable & Gotwals, a Professional Corporation (“GableGotwals”), where he practiced securities, corporate finance, transactional and environmental law, primarily for clients in the energy industry, including several master limited partnerships. Prior to joining GableGotwals, from 1999 to 2008, Mr. Carson served in the legal department of The Williams Companies, Inc. (“Williams”), where he counseled Williams with regard to securities, corporate finance, and environmental matters, particularly relating to Williams’ master limited partnership subsidiaries, Williams Partners L.P., Williams Pipeline Partners L.P., and Williams Energy Partners L.P. (predecessor to Magellan Midstream Partners, L.P.). Mr. Carson began his career in 1991 working in legal, compliance, and management roles, primarily in the environmental services industry, before joining Williams. Mr. Carson received a Juris Doctor in 1991 from the University of Oklahoma and a B.S. Cum Laude, from the University of Tulsa’s Honors Program in 1988. Mr. Carson serves as Chairman of the board of directors of Land Legacy, LLC, a conservation land trust. He has previously served as the Chair of the Oklahoma Bar Association’s Environmental Law Section, and the chair of the Environmental Auditing Roundtable’s South-Central Region.

Jeff English
Jeff English Jeff English is Vice President of Operations of Cypress Energy Partners GP, LLC, having served in that capacity since September 2013. Mr. English has served as Vice President Operations of Cypress LLC since February 25, 2013. From 2011 to 2013, Mr. English was Vice President of Operations for Bosque Systems, LLC, a water management company with annual revenues of approximately $45 million in 2012, where he managed operations (including health, safety and environmental, construction, compliance) in five regions and three business lines. From 2001 to 2011, Mr. English served as a senior director of operations for Vartec Telecom, a telecom company with annual revenues of $200 million. Prior to that, Mr. English was a senior consultant at Ernst & Young specializing in change management and business process improvement for complex customer relationship management system implementation. Mr. English is a graduate of Baylor University, with a M.A., Business Communication, and Southwestern University.

Jeff Herbers
Jeff Herbers Jeff Herbers is Vice President and Chief Accounting Officer of Cypress Energy Partners GP, LLC, having served in that capacity since September 2016. Mr. Herbers previously served as Chief Accounting Officer for NGL Energy Holdings, LLC, the general partner of NGL Energy Partners LP, from January 2012 to November 2015 and as Director of Financial Reporting for SemGroup Corporation from August 2009 to January 2012. Mr. Herbers served in the audit practice of Ernst & Young LLP from 1998 to 2009. Mr. Herbers received a B.S.B.A. with an emphasis in Accounting from the University of Tulsa. He is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants.

Tony Ceci
Tony Ceci Tony Ceci is Vice President of Corporate Development of Cypress Energy Partners GP, LLC, having served in that capacity since July 2014. Prior to joining Cypress Energy, Mr. Ceci worked in the Energy Investment Banking Group at Raymond James & Associates, where he focused on public capital raises and M&A advisory work within the energy industry. Prior to joining Raymond James, Mr. Ceci spent eight years at General Electric (GE), where he held various assignments in corporate finance, including roles in financial planning and analysis, commercial finance, manufacturing finance and acquisition integration. He is a graduate of GE’s Financial Management Program and served on GE’s Corporate Audit Staff, where he conducted financial and operational audits in the United States, Europe and Asia. Mr. Ceci received a M.B.A. with honors from The University of Texas at Austin and holds a B.A. with distinction in Economics from Connecticut College.
Randall Lorett
Randall Lorett, President and Chief Executive Officer, is one of the co-founders of Tulsa Inspection Resources, LLC. He brings 33 years of field experience in inspection and NDE on new construction, rehabilitation and maintenance of pipeline systems. He has served in various leadership roles related to pipeline and facility integrity programs for over 33 years. He has extensive experience in all phases of pipeline integrity, route surveying, construction inspection and right-of-way services as well as being a Radiographer Level II and CWI Welding Inspector using API 1104, API 1107, B31.1, B31.3, B31.8 and B31.G. He is an Evaluator for MEA and Veriforce, as well as a Certified Master Trainer and an Assessment Administrator for NCCER. He has successfully completed the OSHA 510 and OSHA 500 courses. He has conducted numerous seminars on safety in the pipeline industry and has written many safety manuals and training programs per OSHA standards.
Rodney Einer
Rodney Einer is Vice President and Chief Operating Officer of Tulsa Inspection Resources, LLC having served in that capacity since March 2016. Prior to Joining TIR, Mr. Einer held various pipeline and facility integrity technical support and leadership positions with The Williams Companies (“Williams”) from 1992 until retiring at the end of 2015 as the Vice President Asset Integrity. During his tenure at Williams, Mr. Einer participated in and supported ASME, NACE, INGAA and was on the PRCI Board of Directors. After receiving his B.S. in Mechanical Engineering in 1981 from the University of Wyoming, Mr. Einer started his career with Mountain Fuel Resources, later renamed Questar Pipeline, as a Project Engineer for pipeline design and construction while supporting corrosion control and integrity activities. During this time Mr. Einer acquired his Professional Engineering License and one of his NACE certifications.
Richard Grogan
Richard Grogan is Vice President of Integrity Services of Tulsa Inspection Resources, LLC’s business unit, having joined TIR in September 2004. Prior to joining TIR, Mr. Grogan served in various leadership roles related to pipeline and facility integrity programs for over 30 years. Former companies include Mid-America Pipeline Company, and Williams Companies. Mr. Grogan has extensive experience in all phases of pipeline integrity, route surveying, construction inspection and right-of-way services. Mr. Grogan also has experience in fiber optic long hauls and electric transmission construction. He is exceptional at business development and maintaining strong business relations.
Don McCourt
Don McCourt is Director of Business Development of Tulsa Inspection Resources, LLC’s business unit, having joined TIR in December 2017. Mr. McCourt has previously served in various leadership roles within the Oil, Gas and Energy Services and Products industry sector for over 30 years. Former companies include T.D. Williamson Inc., Ruhrumpen Inc., and Flowserve Corporation, with positions including General Manger, Global Operations Director, and President. Mr. McCourt has been an active participant, supporter and/or Board member for the following associations: AGA, OGA, SGA, MEA, ASME, Pipeliners, UW and AHA. Mr. McCourt is a graduate from University of Arkansas, with a B.S. in Mechanical Engineering, a graduate of Pepperdine University with a M.B.A., and has attended continuing education programs in finance and executive leadership from the University of Southern California, the University of Michigan, and the University of Texas.
